Raipur, February 17, 2009 - The state government has relaxed the current ongoing ban on transfer of the officials upto coming 20 February 2009. In line with direction-instructions of the Election Commission of India, it has been decided.
Hindi News - तबादलों पर प्रतिबंध शिथिल किया गया - रायपुर, 17 फरवरी 2009 - राज्य सरकार ने अधिकारियों के तबादले पर वर्तमान में जारी प्रतिबंध को आगामी 20 फरवरी तक शिथिल कर दिया है। भारत निर्वाचन आयोग के दिशा-निर्देशों के अनुरूप यह निर्णय लिया गया है। सामान्य प्रशासन विभाग ने आज यहां मंत्रालय से जारी परिपत्र में अपर मुख्य सचिव, प्रमुख सचिवों और सचिवों सहित सभी विभागाध्यक्षों, संभागीय आयुक्तों और जिला कलेक्टरों को इस आशय की सूचना दी है। परिपत्र में कहा गया है कि भारत निर्वाचन आयोग द्वारा लोकसभा के आगामी आम चुनाव 2009 के परिप्रेक्ष्य में निर्देश दिए गए हैं कि निर्वाचन से प्रत्यक्ष या अप्रत्यक्ष रुप से जुड़े ऐसे अधिकारियो के स्थानांतरण किये जाएँ जो गृह जिले में पदस्थ रहें हो या पिछले चार साल के अंदर एक ही जिले मे तीन साल से अधिक समय तक पदस्थ हों। निर्देश मे यह भी कहा गया है कि ऐसे अधिकारी जो 31 मई 2009 को या उसके पूर्व तीन वर्ष पूरे कर रहे है का भी स्थानांतरण किया जाय। यह कार्यवाही 20 फरवरी के पूर्व की जाना आवश्यक है। स्थांनातरण पर प्रतिबंध से छूट की उक्त अवधि में विभागों द्वारा स्थानातंरण नीति में निहित निर्देशो के अनुसार संबंधित अधिकारियों के स्थानांरण की कार्यवाही की जाय केवल ऐसे प्रकरण जिनमे स्थिति स्पष्ट नही हो उन्हे निराकरण हेतु सामान्य प्रशासन विभाग को भेजना आवश्यक होगा।
Ganga River Basin Authority Finalised
Notification from Government of India is to be issued immediately for setting up the Ganga River Basin Authority. The Prime Minister of India, Dr. Manmohan Singh has given approval to the notification himself.
The authority will be responsible for comprehensive management of the Ganga basin. The framework for the proposed authority was finalized today after discussion at a meeting chaired by the Principal Secretary to Prime Minister with Chief Secretaries of the Ganga Basin states of Uttarakhand, Uttar Pradesh, Bihar and Jharkhand while West Bengal was represented by Principal Secretary, Department of Environment of West Bengal. The five states unanimously endorsed the proposal, based on which the Ministry of Environment and Forests will issue the notification under the Environment Protection Act.
The Authority chaired by the Prime Minister will consist of Chief Ministers of the Ganga Basin states as members along with related ministers of the Government of India. The first meeting of the Authority to be chaired by the Prime Minister would be held at the earliest. State Governments endorsed the need to plan in a comprehensive manner for the river instead of taking up projects in a fragmented manner as at present. They conveyed the views of the State Governments welcoming this initiative and endorsed the value of a collective forum consisting of the Government of India and the Ganga Basin States to ensure that development requirements are met in a sustainable manner while ensuring ecological flows.

The Youth Festival in Chhattisgarh - In The chairmanship of Chief Minister Dr. Raman Singh, 24th Chhattisgarh State Level Youth Festival preparation meeting was held in Committee Meeting Room of the Chhattisgarh Assembly at Raipur. The arrangements are reviewed by Sports and Youth Welfare Minister, Ms. Lata Usendi and Chief Secretary, Mr. P. Joy Ummen including other senior officials.
